After consulting with Objective Development support outside of this thread, I have the following to offer:

1. Support suggested I try disabling the Actions Index, like so:

2. I’ve been running my Mac OS X 10.11.6 system with the LaunchBar Actions Index disabled as shown since 12 December, 2016, and my macOS 10.12.2 system with the same Index disabled since 17 December, 2016. Safari has not Launched spontaneously on either system since the dates noted. It appears disabling the Actions Index has solved the problem.

3. Since I don't use the Actions Index feature, disabling it is a solution for me. For others it may only be a patch.

4. If I find that Safari again starts to spontaneously Launch I will update this post.

That seems to work — thanks! I've even been able to turn on some of the actions (like Google search, New Text Document, various Convert text options) without trouble, so far anyway.

Might be able to whittle this down a bit.

Right--I didn't make any attempt to figure out which individual Action(s) in the Index are the cause of the problem, but that's the logical next step.

Disabling all actions all resolved this for me. As I turn them back on, I'll keep an eye on which start causing Safari to launch.

Objective Development support is working on figuring out which Action(s) are causing Safari to Launch spontaneously. As a part of the investigation they asked me to send them a list of the Actions which are configured on my two systems (Mac OS X 10.11.6 & macOS 10.12.2). Both systems have the default configuration for the Actions in question.

While retrieving the lists I found that Safari spontaneously Launched nearly immediately (within less than a minute) on each system after I enabled the Actions so that I could retrieve the list.

I know that’s not a lot of additional information, but I found it validating/interesting. I will update this thread when I have more.

Making 'Current Safari Page' active won't, on it's own, launch Safari; but if you start to type it in in LB, until it appears in the bar, *without* hitting return, it will launch Safari.

OS 10.10.5 and LB 6.8

I now have all actions enabled except:

  • Add to Safari Reading List
  • Current Safari Page
  • Open Safari Top Sites
  • Safari Tabs

At this point in time, it does not seem that LB is launching Safari.

Vcaston, I turned all of the default actions back on, and I concur, it seems like only making 'Current Safari Page' the active selection in LB causes Safari to launch.
