Looks like the delay is because Launchbar 6.9 with the Mac OS Update doesn't store its index in a cache. Perhaps it doesn't have permission to write to its cache.
So Launchbar has to rebuild its index every time you restart your Mac. This is why there is a delay.
But if @fileorgin is correct, then reinstalling Launchbar 6.9 will fix the problem. But it did not fix it for me.
If you turn on Show Indexing Progress, Launchbar 6.9 will show the indexing that it is doing when it starts up.
While Launchbar is indexing, you cannot invoke it until it finishes indexing. This is why there is a delay. And this is irritating and reduces the functionality of Launchbar.
We need an update.
