First please check if there is a rule denying it - it'll be shown in the Network Monitor. Click on the filter menu button at the upper search-field and click on “Denied” to filter these connections. Further narrow down your search through adding the filter criteria "since timestamp". Then reload Netflix and check the connection list again. The respective rules denying it will appear.
You could then check and edit them by right-clicking on them and choosing 'Show Corresponding Rule' to open up the Little Snitch Configuration and manage the rule(s).
