Fuses are not like dice you dont just toss them up and see what you get? You need to know what you want and set accordingly. You could lock yourself out of the chip up if you set the wrong fuse. This is exactly why I tell everyone not to start off on the silly Arduino boards. Learn the right way first Ok make file 101. go to project->config settings in the general section check use external makefile, brows to it. Make sure your makefile is configured, there are hundreds of info's out there....

I can not say for sure if 8mhz will work, have to check the docs on that but the setting for speed is in your make file. If you don't have a make file it depends on the IDE you have.

horo, I dont see where the OP was talking about the bootloader code size? Though this is a good point to make, bigger chips will not change that. using a voltage divider limits the pull-up voltage only. Signal levels generated by the processor wont get touched. The signal levels need to be near the right levels. See the USB spec.

I wont get in to the ohms law of it all here but I will tell you this. atmega8/88/128/328 all have to have a "perfect" voltage. For example the 128/328 will not work with anything but 1/2 watt diodes. So my advice is try it correctly first, then play with it.
