Assuming you made certain to use the right diodes. what are your fuse bits. Are you using avr-studio? USB is very time critical, make use your crystal is the clock you need, ( i.e 1200 and not 12.1 ) In some cases it does not hurt to scope it and make sure your running at the freq you think you are.

Well I was able to test with a scope and an LED blinker that both chips are clocked the same.

also in my code I had to change

TCCR0 to TCCR0B
TCCR2 to TCCR2B
OCR20 to OCR0A
TIFR to TIFR0 ( OCF0 to OCF0A )
