Have you installed Flying Buttress or Sunshield at some point? IIRC, one of those two "replaces" the Apple Firewall tab. You have to uninstall it to recover the Apple tab.

If you hold down a modifier (e.g. option) when choosing the Spaces shortcuts, you can choose something like Command-Option-arrows or any combination of two modifiers + arrows.
