The switch seems to be a rule allowing Little Snitch Agent connections to wtf.obdev.at. Disable that rule, and you'll be back to where you were before.

It's a protected rule so LS will ask if you're sure (or something like that); go ahead and disable it.

The discussion in viewtopic.php?f=1&t=10951 is possibly related to the question. Apparently the map feature uses significant resources, but it's possible to free those resources if necessary.

Go here https://www.obdev.at/support/index.html and use the "Lost License Key" link. You'll need the email address from your original order.

Keys displayed in full would be too easy to steal from publicly accessible computers - libraries, schools, etc.

I think you should be able to uninstall version 4, then install version 3. Version 3 can be downloaded from the legacy page https://www.obdev.at/products/littlesni ... egacy.html if you don't have it anymore, and a v.3 license is still valid.

Version 4 help, under Menu bar Item, says

Current operation mode: In Alert Mode, no background is drawn. In Silent Mode, the background is drawn in green (Silent Mode — Allow Connections) or red (Silent Mode — Deny Connections).

Yes, there are more than 10 copy of rules, 2 of them seem with yellow triangles. OK, this tends to verify that the app is behaving as I suggested above. Sometimes an application will spawn a new process every time it starts, with a new name or in a different location. That's actually not a bad idea. Back in Win95-98 days, I remember using a couple of different firewalls. One, called ATGuard, was detailed and rule-based like Littlesnitch. The other IIRC would say "Do you want to allow (SomeApp) to access the Internet? Yes/No" and that was it for options.
