This is not true. I use several VPNs, ExpressVPN happens to be one of them. I connect to Netflix on both my Mac and phone daily without difficulty.

Wouldn't this be most easily accomplished at the network level rather than the application level? I managed to accomplish the same task at the network level in under 5 minutes.

This could be related to some extended security mechanisms of the macOS system. Pressing the Allow button won’t take effect if you are connecting to the machine via Remote Desktop/screen-sharing, or if the mouse/trackpad is emulated by a 3rd party application (MagicPrefs, BetterTouchTool, Synergy, ...
