Sure. Duplicate each rule you have for Safari.app and change the process name. Done.

Well, if you created a backup beforehand (with File > Create Backup…), you'd just restore it (File > Restore from Backup...).

Or are you trying to do that programmatically, like by script?

You could try to contact ObjDev support, but honestly I have difficulties understanding what your problem is. Maybe it's the same for them. By pressing the "2" key repeatedly, you can cycle through the options. 3 times the 2 would change to the 15 min option.
not great, but at least I can leave my fingers on the keyboard...

The app offers the option to save and restore configurations, which works for me.
It also offers to import the last configuration file (ex from a time machine backup), alas that does *not* work for me: viewtopic.php?f=1&t=10583#p31742
