In LaunchBar’s Preferences (easily accessed by invoking LaunchBar, then hitting ⌘,), switch to the Advanced tab and then enable Show Dock Icon.

Brady’s LaunchBar GitHub repository has the rate track script you’re after.

Just download the ZIP file, open that, and you’ll find Rate Song.lbaction inside LaunchBar_Scripts-master/iTunes/Rate Songs.
