I deleted Launchbar's cache folder after quitting the app.
The cache folder is located at ~/Library/Caches/at.obdev.LaunchBar
I then restarted Launchbar. It rebuilt its indexes and recreated the cache folder.
It seems to be working better, like before I upgraded to Mac OS 10.12.

I notice the same thing. Even in the public version of macOS Sierra 10.12.4, there's always a delay of 6-10 seconds every time I restart my computer. Really annoying. I thought it was just me.
