Ok, while there seems no quick solution at least I understand now what's the reason behind. Thanks for your helpful explanation, Norbert! Besides from that "start up issue" I really love LS and you guys are doing a great job for the global Mac community...

Although Little Snitch's preferences should be LOCKED to provide security they are UNlocked when my Powerbook restarts UNTIL some seconds after starting up have passed by.
