It seems to me you are using HIDBoot bootloader on your dongle and do not know how to program it? The tinyUSBboard project offers different bootloaders ( http://matrixstorm.com/avr/tinyusbboard ... bootloader ). HIDboot is one of them. Maybe you can look there to get the EXE-Program for flashing your dongle. (If this it is, what you want.)
