Need USB developer

I am looking for someone that can create a USB device. Specifically, I want to be able to get all information already present from the USB port in relation to Power Management status , and possibly supplement it with additional information such as whether the Hard Disk as been spun down or whether Screen is in energy saver mode, etc

On the output side I want to control external devices via relays based on aforementioned events

I am looking for someone that can completely develop PROFESSIONAL software and hardware that is USB complaint and that can be packaged into a commercial product, with no restrictions.
